The processing of your daily allowance may be delayed due to a missing statement – please respond promptly to requests for additional information

The processing of your earnings-related daily allowance application may be delayed if your unemployment fund has to wait for a labour policy statement before making a decision on your application. It can currently take several weeks to obtain a statement from the employment authority if you, for example, resign from a job, enrol in education or start a business.

If you receive a request for additional information from the employment authority regarding your situation, it is important that you respond to the request as soon as possible and provide all the requested information. KOKO cannot process your daily allowance application until after we have received the employment authority’s statement. KOKO receives electronic copies of labour policy statements directly from the employment authority, and you therefore do not need to send anything to the fund yourself.

KOKO has no influence over the employment authority’s statement processing times.

Unemployment funds receive labour policy statements from either the relevant employment area or the KEHA Centre

Depending on the applicant’s circumstances, the labour policy statement is issued either by the relevant employment area or the KEHA Centre (the Development and Administration Centre for ELY Centres).

In most cases, the issuing authority is the relevant employment area. If the applicant’s situation requires further investigation, the case may be referred to the KEHA Centre. This can happen if, for example, the applicant

  • has resigned from a job or turned down work
  • has their own business, works through an invoicing cooperative or is self-employed
  • is studying or participating in services promoting employment.

Obtaining a statement can take longer if additional information is needed from the applicant or if there is a backlog in processing statement requests.

Speed up the process by using the Job Market Finland portal

Please use the JobMarketFinland.fi portal to notify the employment authority of any change in your circumstances, such as if you find a new job or start a business or if your layoff status changes or you fall ill. The information will be communicated to the authority responsible for issuing a labour policy statement in your case.
