TE Offices were closed on 1 January 2025, and labour policy statements are currently issued either by your municipality’s employment area or by KEHA (the Development and Administration Centre for ELY Centres). In order to pay the daily allowance, the unemployment fund must have received a statement issued by the employment area or KEHA Centre. The statement defines the labour policy requirements for receiving a daily allowance, and the statement is binding on the unemployment fund.
Register as a jobseeker online at Job Market Finland and state that KOKO is your unemployment fund to ensure that the statement is sent to the correct unemployment fund. You do not need to submit the statement to KOKO yourself, as they are sent electronically. Please also note that a certificate of the validity of job seeker status submitted by the applicant is not enough: the unemployment fund needs to get a statement directly from the employment area or KEHA Centre.
The employment area decides on your entitlement to earnings-related allowance based on labour policy requirements when you are unemployed, laid off, or working part-time.
The KEHA Centre, in turn, decides on labour policy requirements in the following situations:
- you are engaged in business activities, work through an invoicing cooperative, or are self-employed
- you are studying or participating in services promoting employment
- you resign from or refuse work.
State it in Job Market Finland if your situation changes in any way, e.g. if you start in a new job or business activities, your layoff terms change, or you become ill. The information will be forwarded from Job Market Finland to the relevant party that will provide the statement. Please also inform your unemployment fund separately of any changes in your circumstances.
